Solution: You need Infix PDF Editor. Just 3 steps, you can add password and permissions to protect PDF document.

3 steps to add password and permissions to protect PDF with Infix PDF Editor:
(1) Open source PDF file -> Click menu "Document -> Security...".

(2) Set PDF document security properties in "Document Security" dialog.
(2-1) Set "Security Level". Here, we select "128-bit AES".

(2-2) Set "User Password" required for open PDF document, "Owner Password" required to change PDF security and "Permissions". Here, we don't want others to print and edit the PDF document, so we set "Editing" and "Printing" permissions unchecked.

(3) After verifying the new PDF password ("User Password" and "Owner Password"), the specified password and permissions will be applied to source PDF file successful.
